Stilt houses started popping up in Biscayne Bay nearly 100 years ago. Why? Gambling was illegal, and “Crawfish” Eddie Parker skirted the law by building a restaurant and gambling center a mile out into the ocean. A competitor, the Quarterdeck Club, opened in 1940 and became a hotspot and tourist attraction after the “city on stilts” was featured in Time magazine.
